The part numbers you've provided help, but won't help us narrow it down specifically. Based upon the third part number provided of 530-036141 for the air filter top, I was able to find five models. However, they are all 18" bar/chain units and I didn't see any 20" that had that corresponding part number. We can be sure the model will start with 358, but the rest of the numbers are unknown. I would look at the saw again to see if you can find a number starting with the 358. The models I found that match that part number are as follows:

358.351190
358.351191
358.356240
358.356241
358.356242

If there is not a primer bulb on our model (I don't show one) then choking it is the only way to prime the carburetor. Check the carburetor to make sure the screws are tight as a loose carburetor will not pull a vacuum as it should. Also, check the muffler screen to make sure it's not plugged up with carbon deposits as that can cause vacuum problems as well.

If all of that looks good then you may want to consider getting a carburetor rebuild kit and rebuild the carburetor to alleviate this situation.
