I looked up the specification on your chain. They are 91 Low Profile™, 3/8 in. (9.5mm) pitch, .050 in. (1.3mm) gauge, and sharpens with 5/32 in. (4mm) file. There are some great YouTube videos online that will show how to use a file to sharpen the chain.

Make sure the chain brake is not engaged and also that the chain can be manually moved on the bar. If all that is in order then we most likely are just dealing with a carburetor problem. Make sure when you squeeze the trigger that the butterfly on the carburetor does move. If it does not, spray some carb/choke cleaner on the body of the carb where the throttle shaft goes into it. If the butterfly and shaft move when you squeeze the trigger, you'll need to take the carburetor off and go through it to clean everything up. You'll also need to go ahead and get a carburetor diaphragm and gasket kit and then clean up and rebuild the carburetor.
