Sounds like a carburetor issue could be clogged up or adjusted too lean. Also if a fuel line is cracked and letting in too much air, or a vacuum leak. In that case you would check all the lines and make sure they still have a rubbery feel to them.

I am sorry to hear that the chainsaw isn't running properly. I know how frustrating that is to have happen.

If the filter was off the fuel line and lying in the bottom of the fuel tank, you have more than likely sucked up particulates into the carburetor, and have clogged the main jet. If the main jet is clogged, it will be hard to get up to RPM as the engine begins to starve for fuel. 

You could also have an issue with dry rot on the lines. I would order a replacement carburetor, fuel lines, and a fuel filter. Don't remove the fuel lines until the new ones come in so you don't mix up the routing.

They come with a protector cap so the tip doesn’t get damaged. Make sure the fuel to oil ratio is 40:1. Also go over the carb adjustments in the manual.
