I can understand having a tracking problem with your band saw.

The lower wheel is not adjustable on band saws.

The upper has the track hardware for the saw band.

It sounds like the saw band has bad weld at the joint.

Check the band on a flat surface to see if that is the problem.

What I did was use a level that fit between the lower wheel and the upper wheel. Place the level or straight edge close to the center of the wheels and look to the side for a gap. Then using the adjustment wheel, you can bring the upper and lower wheel into alignment.

I forgot to tell you to make sure that the saw blade is on both wheels so the tension is there. . Do not try to run it until you get it aligned.
