I suspect the idler roller and spring are gummed up with sawdust and resin and not sliding freely to tension the new sanding belt. I suggest removing the new sanding belt and spraying the spring and all moving parts of the tension lever and idler roller with WD40. Work the idler roller back and forth by hand until the spring returns it to the end of the travel.

If this doesn't solve the problem I recommend you take the sander to a Sears Service Center for repair. You can find the nearest location at Home Services
