The OEM pump on this unit, part number B3468A, is a factory sealed pump and will not require servicing the pump for the life of it. Since the pump is non-serviceable, the pump oil capacity is not listed. However, these pumps will typically hold 4.6 oz. of a special synthetic blend of pump oil. The part number for the pump oil is 190586GS.

I see the pump you should have received as part number 209940GS, which changed from the original of B3468A. The new pump is considered 'non-serviceable,' and does not require any oil before installation. All the internal parts are pre-lubed and sealed. You would be in good shape to install the new pump as-is.

I am sorry to hear of the difficulties with pressure you are having with the pressure washer, I know how frustrating that is to have occur.
Pressure issues within the pump are typically caused by the unloader. Purchasing and installing the unloader kit, part number 187879GS will more than likely solve the issue for you. Instructions are generally included with such kits for installation. 
You may just want to check the basics first though, make sure the inlet screen is not clogged, the hose isn't kinked, and the nozzle isn't clogged. If all those check out, the unloader sounds like the most logical choice.
