I am sorry to hear of the issue you’re having with the belt replacement. I know how frustrating that can be.

I would advise backing the tracking adjustment all the way back, but be careful, the roller will snap back without warning! 

You may also place a piece of scrap board over the end of the roller and tap it with a mallet until it releases.

This worked or me like a charm. As you did before to lock the front roller in place, put pressure back on the front roller to compress the spring. At the same time pull out sideways (out to the right of the sander) the flat piece of steel in front f the rear roller. Use a needle nose pliers. This piece of flat steel locks the front roller in a position to change the sanding belt. Good Luck!

I am sorry to hear of the issue you're having with rear roller not spinning. I know how frustrating that is to have happen. 

I would recommend removing the belt cover and check the drive belt. If the belt has broken or stretched, it would definitely cause this type of issue. That would be the most likely issue.  The replacement belt is part number 622827000.

Outside of that, you can check the gear and shaft assembly for any wear behind the gear housing. A stripped gear could also cause this type of issue.

I am sorry you are having a problem with the belt sander. If the sanding belt is walking off the unit when it is running, I suspect you need to adjust the tracking. On the left side of the unit, you will see a knob. If you turn the knob, it will adjust the tracking. The image below shows where the knob is. The best way to adjust the tracking is to install the belt. Then turn the motor on and slowly turn the adjusting knob. If the belt goes the wrong way, turn the knob in the other direction to move the belt in the other direction.  This should cure the problem.
