18 Volt Drill Battery is not holding a charge 315.115370

This does sound like a battery issue that has lost memory and cannot fully charge any longer. I would suspect that replacement batteries would do the trick. I wouldn't see that the charger would need replacement as it's still providing a charge. A battery lifespan is about 3-5 years, so that falls within the timeline. If you can buy a replacement drill for about the same cost as the batteries, it may be worth entertaining a replacement.

These are older model 18volt drills and drill drivers.

Model numbers 315.113860, 315.113861, 315.115240, and 315.115370.

I presume that when you refer to the brushes, you are referring to the motor brushes for the drill. Typically drills don't have replaceable motor brushes, motor brushes are offered on larger power tools like band saws, table saws, etc. Some of the older drills had replaceable motor brushes, but this drill model does not offer the brushes for the motor.
