Cannot get the blade on the saw tight. 31510900 Craftsman Craftsman circular saw

You are correct, on these older models the blade should be stopped or jammed with a piece of wood. The bolt should screw back in pretty easily when you try to reinstall the blade and the drive direction of the blade will normally cause the bolt to tighten further due to the torque of the motor itself.
Your model is too old to have any blade-brake mechanism that would help hold the motor shaft stationary, but if you hand tighten the blade bolt and then snug it as much as possible (by hold the blade stationary with wood) you should be okay. As mentioned, starting the motor will cause the bolt to tighten even further and everything should be secure. You will want to be very careful and stay clear of the blade path when you first try it.
If you cannot easily hand-tighten the bolt into place until it holds the blade to some degree, then the threads may be damaged on the bolt or the shaft. In that case you may want to consult a professional as any damage or potential weak spot in the threads, bolt, or shaft would cause a potential safety concern.

Many of the parts for that circular saw are no longer available. Here is a link for the parts page that shows which parts are still available: Craftsman Circular Saw 315.10900 Parts . Based on your description, that saw will probably need to be replaced. If you can determine the parts that you need and order them, then you may still be able to fix it.
