Thank you for your question on the planer not running at full speed.

This model had an option of a 2 hp or 5 hp motor with a magnetic switch system.

They had to do some special electrical phasing to get the 5 hp motor to run on 120 volts.

If this has a 5 hp motor it may be some internal component in the motor box.

It sound like the motor is running on the start winding only and it may be that the switching relay is not going to run winding.

I could be a capacitor but I would suggest that you take the motor to an electric motor shop to have it tested to see what the problem is. The can also check the capacitor to see if that is the problem.

I have no internal motor information since they used a number of vendors for the motors over the years.

The is a Foley Belsaw built unit.

You can call the Belsaw company @ 1-800-468-4449 and talk to Jim if you like. When I talked to him he suggested that you first take the motor to an electrical motor shop.

The sears craftsman 306.23395 planer-joiner was made by Foley Belsaw. Go to www.belsaw.com for a free download of the Belsaw model 984/985 manual which according to them is for your sears model 306.23395. I bought the same one at an auction and its supposed to be superior grade, etc. Only bad news = the manual is 70 pages long. I'm printing mine out now.
