The pto clutch is electric on that unit the amp meter will drop when you engage the deck it should come back to normal over time.If it does not you have an electrcal problem which many components need to be tested...Let me know if the meter returns to normal after running.

Check the regulator on the side of the engine. It's usually on the right side of the engine and will have (typically) 3 wires coming from it. 2 wires will be the same color and 1 will be another color. The 2 wires of matching color are AC voltage coming into the regulator and the 1 wire coming out is DC voltage.

With the engine running at full speed the 2 matching wires should have about 28-35VAC and the 1 wire should have about 13-14.5VDC coming from it. If the AC voltage is not correct then the alternator is bad, if the AC voltage is there but there is no DC voltage coming out then the regulator is bad.

Whichever turns out to be the case, you can go HERE with the engine model number to order the replacement part needed.

here are pictures of left and right side of engines...why is there a jumper to the blue wire that has 13VDC going to 28 VAC? the ammeter reads -5V running and when you engage the PTO, it goes further to the negative and it drains the battery as you are operating/cutting the grass. The alternator reads 28-30 VAC and the regulator? reads 13/14 VDC

jokerig: I added the URL to the Owner's Manual below that will have the wiring diagram if needed. If your getting the 28 volts DC at 3600 RPM out of the alternator, the alternator is Okay and it likely has faulty regulator or electric clutch. http://www.managemylife.com/mmh/lis_pdf/OWNM/L0406049.pdf
