Thank you for your question. I'm sorry you are having this problem with the refrigerator. If the unit will not start running again when holding the power button for 3 seconds, it could be a defective display board # 240596704 or main control board # 241511102. Try resetting the main control board by disconnecting the power for 30 seconds and then reconnect it. If the display remains the same, I recommend having a technician check this to determine, which board will be needed.

Make sure that you opened the water shut-off valve for the water supply to the refrigerator back up after completing your water valve repair. You may need to verify the water flow and pressure through the water supply line connected to the back of the refrigerator. Shut off the water supply and disconnect the supply line on the back of the refrigerator. Place the end of the line in a bucket. Briefly open the shut off valve and check the water pressure and flow from the water line. If it is inadequate then a plumber will likely need to fix this problem. It may take a while to eliminate air from the water system in the refrigerator. Try holding the dispenser paddle down for at least 30 seconds to see if you eventually get water flow through that component. Make sure that the dispenser control is not locked.

If the water supply is okay, you could have a restriction in the filter even though it is new. If you have the bypass plug for the filter, you can try installing that in the filter housing to see if you get proper flow through the system. If you do not have the bypass plug, you can order one from the Sears PartsDirect website. The part number for the bypass plug is 241944302.

The next steps in troubleshooting this problem are more complicated. A technician is normally needed for these steps. If you are advanced in technical skills, you may be able to use the information shown in the images below to check the ice maker and the water dispenser systems. The first image shows wiring information for the ice maker module and has a procedure for manually cycling that component. If you are able to cycle the ice maker you can check to see if the water valve is being energized. The wiring diagram will help you check the circuits (with the refrigerator unplugged ). Except for the manual cycle test, be sure that you unplug the refrigerator when accessing internal components.

The wiring diagram is also provided for the dispenser. The second image shows the basic access procedure for the components in the dispenser. A loose wiring connection or failed switch could be causing your water dispenser problem. A failed control board could also prevent the water dispenser from working. Be sure that you have the refrigerator unplugged before accessing components in the dispenser.
