Sorry to hear of the issues you're having with the ice accumulation within the freezer, I know how frustrating that is to have occur.
Frost-free just means that you don't have to manually defrost the unit periodically, it is done automatically. I suspect that you're having an issue with one of the three defrost components; the defrost heater, thermostat, or timer. In order to identify which is at fault, they will need to be tested with a multimeter.

The coldest this upright freezer will get is approximately -10 degrees.

With the control set at 1 the cut-off temperature is -10F degrees. The cut-in temperature would be 4F degrees.
