A:

Being stored for that long I suspect there is a problem within the carburetor. Something you can try is to remove the fuel hose from the carburetor and spray some carb/choke cleaner down into the carburetor from the fuel inlet. Many times the float will stick and this will break it free. If there was any gas (even residual) in the machine then the carburetor will most likely have to be serviced.
