it looks like the cap has to come off to gain access to the nut unless it loosens behind the rim and comes out as full wheel assembly axle bearings flanges and all but i would say it comes off behind the cap you could try a chisel and tap it to see if it moves. if so then that will tell you it does come off and the tire is being held on with a bolt and carter pin it might require a special tool to remove it as well. a expert will be able to give you a better answer to your question but i hope this gives you a starting point to resolve your problem good luck

You can use some slip pliers (channel-locks) to grab the medal dust cap and pull it off. You may have to grab it with the pliers and then kind of work it back and forth to get it loose. Once it's loose you will be able to access the nut/bolt/pin that holds the wheel assembly onto the machine.
