I am sorry to hear of the issue you are having starting the yard vac, I know how frustrating that can be to have occur. 
It sounds like an issue within the carburetor, most likely a sticking needle and seat that is not allowing for a free flow of fuel. I would disassemble the carburetor from the engine and perform a cleaning, rebuild, or replace it. That will most likely be the solution to that issue. 
It looks like the carburetor set-up on these units can vary, but based upon the yard vac model, it appears you have the choke system vs. the primer system. The engine model number is 123K02-0240-E1. The part number for the choke carb is 799869, and the rebuild kit is 498260.

Hopefully it comes with a new zip-tie. Also, this is not an electric vacuum cleaner - It is a 6.5hp gasoline powered yard-vac without the risk of electric shock. The video you provided is a youtube search for "How to change the bag on a yard vac" - without a single video that is helpful. Thanks anyways.
