I am glad that you asked for instructions instead of risking the breakage of the mounting tabs-good job! It is also great that you are taking the time to clean out the debris. It can cause excess heat and shorten the life of your mower. I have attached an excerpt from the service manual with instructions on removing the motor cover at the end of this reply.

Engine won't start 247370160 Craftsman Electric mower

Upon researching model 247.37034 I show it has engine 126M02-6863-F1247.
To completely drain take I would recommend removing tank from unit then fully draining as well as cleaning with a cleaner. If not able to remove tank a siphon would help but might not drain all the way. Possibly draining oil so none leaks out. Then siphoning gas followed by tipping mower to have gas flow out lines.
If it has been sitting with gas then it might not be the tank or lines that's the problem but more so with the carburetor being that it has small air holes that can get clogged. If your going to clean the tank I would say go the whole way and remove carburetor and clean if possible. The carburetor might have to be replaced if to gummed up.
I did find a primer on the side of the air filter housing. I sent a link for the diagram and 976 is the correct part. I would check engine model to make sure everything is matching up for primer. The cleaning of carburetor and tank is similar for all units. Please verify engine model before purchasing carburetor if needed.

The picture is showing the back of the hosing so the primer is on left side of picture. If standing in front of air filter housing it should be on the right hand side.
