Thank you for your question on the Free wheel feature on the roto-tiller.

The free wheel position is so you can more easily push the tiller around without starting the engine.

Figure 5 from your manual below shows the drive position of the click pins and the free wheel position on the click pins.

You will need to remove the click pin from the axle hole and align the wheel pin hole with the axle hole and put the click pin back in to dry the wheels. You may only have to do this on one side.

Thank you for your question.

I have looked up the model number you have submitted. According to the parts list this model does not have a fuel shut off valve. If it did have one, it would be between the fuel tank and the carburetor. They usually have a red turn knob in a visible location. We find that the manufacture makes a change but does not update the manual. I am sorry for the confusion.
