I'm sorry this has happened; it appears as though there is a mistake with the parts system regarding your belt. Your mower deck should use belt number 144200 which is available HERE . This same belt also uses part number 24104 (retail part number).

The 144200 belt should be 1/2 X 88-3/8 which is about 6-7 inches shorter than the 144959(incorrect) belt.

Not much to go on, you turn the key and nothing? The blade engage handle has to be all the way down to activate the safety switch under the dash. No obstructions for the brake pedal linkage when you replaced the belt? Tried jump starting it? It's a 12 volt battery like your car.

Your tractor has a safety circuit that includes a switch on the deck engagement lever bracket and the clutch/brake rod. When the brake pedal is pushed down it closes the switch and completes the circuit to the starter solenoid.

More than likely you bumped the switch and mounting bracket while replacing the deck belt. You can adjust the bracket so the switch works and it should make the tractor start.
