Sorry to hear of the leaking drain valve on the Rheem water heater, I know how concerning that is to have occur.
There are three possible fixes to this issue, two of which are fairly simple. The first fix would be to try to tighten the handle. Based upon my information, the valve looks plastic, so tightening it may not be a viable solution. But if so, there may be a way to tighten the handle on top or where it fastens to the valve body to see if that stops the leak. If not, then I agree with your assumption of capping it. You can definitely cap the drain valve, and then uncap it if you need to drain it. There would be no issue with that. 
The third option, and not as easy, would be the valve replacement. You would have to drain the water heater to do so. It's not a complex job, but it would be more entailed than the two options above. 
Personally, I would try to tighten the handle if possible, but if not, I would opt to cap it. If you do cap it, use teflon tape on the threads before installing the cap.

Based upon the documentation I see for this Rheem water heater, the height is 60", and the diameter is 17 3/4". The energy factor is 0.56. It has a 3" vent, and an Input MBtu of 34.
