I am sorry you are having a problem with the mower. I looked up the model number you have submitted. I think the mower has a Tecumseh engine. I recommend checking the linkage first. If the linkage is not connected correctly, the engine will not run at full speed. I have posted an image below that shows the linkage set up on most of the engines. If the linkage is connected correctly, look at the throttle springs. If the spring was stretched during the installation, it will run slow. The Image below shows how to adjust the speed. To adjust the engine speed you will need an rpm meter. If you do not have an rpm meter, you can try to adjust it by ear but if the speed is too fast, the engine could fail prematurely. It might be worth having it adjusted at a repair shop.

I'm not sure if I follow what you mean. Does the engine normally start and go right up to full throttle? If so, then there should be something that holds the machine at the full throttle position. If you replaced the carburetor, that may have changed or was something that was not put back correctly. If there is a throttle control lever to where you can set the engine speed then that's what should be used.
