Glad to help out.  I’m looking at your Briggs and Stratton engine model number 12H802-1922-E1.

On the picture below you will see key number 2.  That is the bushing/seal kit.  It is the item fo place for the top of the crankshaft.

I looked at your model that you gave me.  The only model I seen had a 1 on the end, instead of the letter m.

Sorry to hear of the issue you're having with the control bail and killing the engine when needed, I know how concerning these types of issues can be.

If you follow the cable down to the engine where it ends you should notice a very small wire that is contacted by the piece that the cable moves when you work the control on the handle. It will likely not be making contact with that little wire switch. This could be because the little wire switch is bent or because the piece that moves is not coming back far enough. You can push that piece and make it contact the wire switch. If that's the case oil the pivot point where it moves. If that does not good, you can bent the wire switch forward some to where it will contact. 
The piece that moves does 2 things when you release the handle. It triggers a brake to stop the engine from turning and it also contacts that wire switch to kill the engine.

How do I remove the agitator on my Kenmore Elite washer?

It sounds like what you are talking about is the auger section of the agitator. This is what pulls the clothes down into the main section of the agitator & to keep the clothes circulating.

First remove the fabric softener dispenser (image # 1). Remove the cap (image # 25). Next you will need to remove the screw & spring (image #19-22). You can use a pair of needle nose pliers to remove the plastic screw. Place the tips of the pliers in the screw slots across from each other, turn the screw counter clockwise to remove. You can now inspect the agitate dogs (image # 21). This is usually the part that strips out.
