This is a factory installed part and unfortunately there are no instructions, to install this part. The manufacturer does not give much information at all about this part. I recommend taking this saw to the nearest service center to have a technician repair it. I'm listing a site you can access, for the nearest service center. How can I adjust angle of the blade when bevel lock is loosened?

A:

You did not mention about pushing down on the miter lock plate. If you do not push and hold the miter lock plate down you will not be able to disengage and rotate the control arm.

You will need to pull out on the locking pin and lift the saw to its full position. Loosen the miter lock handle. Rotate the miter lock handle approximately one-half turn to loosen. Press down on the miter lock plate to disengage and then you should be able to rotate the control arm to the (0) degree angle and then release the miter lock plate. I added the instructions in the image below.
