Thank you for your question. I'm sorry you are having this problem with your water heater. A clean water heater and water heater environment are the first things that should be considered when troubleshooting a FVIR water heater for pilot outage. Government regulations for higher efficiency and new flammable vapor ignition resistance requirements have made todays water heaters more sensitive to the need for proper air flow around and through the appliance. A dirty environment can affect a water heaters performance. Take time to make sure that the area around, and under the heater is clean and obstruction free. Make sure that the air intake screen(s) (LDO screens) located on the base ring of the heater are clean and properly installed; this is where all of the combustion air enters the heater. I'm attaching some pictures with instructions for cleaning this type of water heater. I hope this will help you. These water heaters can be complex and when not working properly can be very dangerous. All gas water heaters can be dangerous when not working properly. I would recommend having a technician check and make the necessary repairs. I hope this will help you.
