Why won't the pilot light?

When a unit has been off for an extended period of time or first connected, it can take from 2-5 minutes to light the pilot. The reason is because it has to push air out of the line. Your problem now will probably be because there is no spark. If it's been off for a year it's also possible the pilot assembly could be corroded closed. The best way to check this will be to open the view port, set the valve knob to pilot and press it. Within a few seconds you should be able to hear a hissing sound. If you don't hear anything then you may have a double problem. If you do hear a hissing sound then the problem will be the spark ignition. This could be the electrode or the igniter generator. If you don't hear a hissing sound the problem could be with the gas valve or the pilot assembly. I recommend having a technician check this. Water heaters can be very dangerous.
