I am sorry to hear of the consistant tripping of the reset button on the water heater, I know how frustrating that is to have occur.

Generally this is usually due to a defective thermostat. Sometimes when this type of problem occurs, the water temperature will get very hot. If this is what's taking place, the thermostat will need to be replaced. If this is a dual element water heater, I suggest replacing both thermostats. 
This can also happen if one of the elements is shorted or grounded. When the thermostat calls for the element to heat, it can be tripping the reset on the thermostat instead of tripping the breaker. A technician may be required to make this check.

Thank you for the inquiry and for using ManageMyLife.com. I am sorry to hear of the heating issues you are experiencing with the water heater, I know how frustrating that can be.

Generally, this type of issue ties back to the thermostat w/ Hi Limit switch. Replacing the upper thermostat with the Hi limit switch will more than likely solve this issue, but if it was me, I would replace both upper and lower thermostat. I would also recommend to perform a flushing on the unit, and check the elements for any sediment and clean if necessary as well.
