I can understand your concern about the wet insulation. The information you have received from Pvalde is good but does not pertain to this problem. The insulation you are referring to should not be wet. If it's just moderately wet, I recommend replacing the element but keeping a close eye on this to see if water starts leaking out on the floor. Check the relief valve to see if it's leaking, which could be the cause. Now if it's saturated and nothing as been done with this water heater and you see no other leaks, it would indicate a tank leak. I hope this will help you.
