Definitely having to work on repairing the Sander can be a challenge to help in determining if the shaft / pulley assembly is available I would suggest visiting Sears parts direct.com where you can view a diagram of all parts available you also may find a direct number to speak with an associate in regards to locating the correct part for your Sander. The bearing and pulley are not pressed on the shaft. Item 69 in the parts diagram is a retaining ring that holds the pulley and bearings on the shaft. If you remove the retaining ring you can pry or tap the pulley off the shaft.

The bearings will tap into the new pulley. You can install the new parts without a press.

I don't think you will have a problem. If the old shaft won't come out of the pulley, you can drive it out. If you are replacing the pulley, shaft, and bearings, you don't need to take the old one apart.
