Thank you for your question and I understand your concern. 

Since the brushes rub and makes contact with the armature, the armature may need cleaning with some emery cloth. The brake system works by reversing the polarity to slow and stop the saw within 6 seconds of releasing the trigger. Generally speaking, it could have trigger switch failure preventing the saw blade from stopping within 6 seconds. If the new motor brushes are sticking or not seated to the armature yet, it will also not stop within 6 seconds. I would remove and clean the armature where the brushes makes contact with the armature and make sure the brushes are making good constant contact with the armature. The field assembly could also be part of the issue. You are correct is stating that the armature is no longer available. I would replace the switch and clean the armature and then see how it brakes.

My CRAFTSMAN Compound Miter Saw, model 137.212150, will cut straight at a 90 degree bevel, but at a 45 degree bevel I can not get a cut 90 degrees to the fence. How can I fix this problem?

Something might have worked loose since the saw was set up originally.

Go back through the instructions on page 12 and 13 for adjusting the fence squareness and the miter squareness. Check to see if any bolts are loose or damaged.
