I can understand the frustration when you grill isn't working right. No one wants burnt burger or steaks. Based on the information you provided it sounds like you having a problem with the regulator. But first I would recommend performing a deep cleaning on the grill including inside the burning tubes. Because dirt and grease can clog the holes and cause additional pressure on the holes that are not clogged. 

Did the burner all just start burner like this or did it happen one at a time? If it was one at a time then it might but the burner valves.

My first suggestion would be to clean the burner tubes. 

This is an unusual problem and I would start by cleaning the burner tubes.  Compresse air works great is available.
