The power cord could be causing your problem. That frayed power cord should be replaced one way or the other. Since the vacuum cleaner runs after several attempts, this seems to indicate that the rest of the components in the vacuum cleaner are probably okay.

 

The part number for the power cord reel is 8175265. You can order that parts from this page: Cord Reel 8175265 for Kenmore Progressive Vacuum Cleaner Model 116.29612991. 

 

Unplug the vacuum cleaner before accessing internal components and replacing parts.  The image below shows the basic procedure for removing the canopy of the canister to access and replace the power cord reel. You can use that procedure if you intend to fix this problem yourself.

I should clarify my problem a little further. The motor doesn't shut off.....that continually stays on. It's the attachment with the beater bar that actually vacuums the carpet that will not spin unless I hit that reset button about 10 times. I think it needs a new reset switch. I am thinking the power cord doesn't have much to do with it since the motor stays running. Could this be the problem? thanks!

Thanks for clarifying that problem Ingrid. You can view the parts diagram for that Power Mate portion of the vacuum cleaner on this page: Kenmore Vacuum Power Mate Model 116.59612991 Repair Parts . The overload for that beater bar motor is Key 41 on that parts drawing. You can check the wiring on that overload and the motor. If the wiring is okay, then that overload may need to be replaced. Be sure that you UNPLUG the vacuum cleaner before accessing internal components. If you need more help, let us know.
