1.      Lenses are dirty, clean the lenses.

2.      Tripped overload protector. Remove the item that may be caught or jammed, then reset, clean agitator and end caps then reset.

3.      Clogged air passage, check for clogs in air passages.

The reason why you don't see any of the PowerMate parts based upon canister model of 116.25813500 is because the PowerMate has its own model number, which is the same number except has a 5 after the 116 vs. a 2. So the PowerMate model is 116.55813500. This model is stamped into the lower cover of the PowerMate.
I presume the rotating piece you are referring to is the brush roller or agitator unit. Based upon the parts list for the PowerMate model, the agitator unit is part number 8192535.

Based upon the Canister model of 116.55813500, I see the dirt sensor assembly with board as part number KC23KBZTZV07 and if you also need the window, it is part number 4369981. The PowerMate has it's own model number and that number will need to be entered onto SearsPartsDirect.com to view the applicable parts. 
The model will be on the bottom of the PowerMate on the bottom cover and is usually stamped in if you want to verify it. From there, you can input into the website.
