I added a couple of images below with the basic procedure. I hope this is helpful. You Owner's manual should also have the directions for accessing the belt in the Power Mate as well. I was not able to find any model specific instructions but the images below should provide enough information to take the Power Mate apart.

If you do not have the Owner's Manual, you can likely find it at Manage My Life by entering selecting Manuals and entering the model number of the canister vacuum and clicking search.

If you get to the point where you need to have a service technician fix this problem, you can carry the vacuum cleaner into your nearest Sears Repair Center or Sears Store.
