Thanks Sherman, I'd replaced belts as in the video you sent a link for, but with so many screws and still getting resistance, I wanted to be sure I wasn't ruining the vacuum cleaner. I'll make sure I have removed all 10 screws and released any snaps, then try again. Phill

The handle release pedal is likely broken. Replacing that component will probably fix that failure. I recommend that you carry the vacuum cleaner into a Sears Repair Center or Sears Store for repair.
