Honestly, this answer doesn't really help. I can see there are holes in the new agitator that must line up with some sort of clips on both the agitator motor and the end cap assembly. How do you get both the agitator assembly and the end caps to release the agitator? Since the vacuum is old and parts are scarce, we want to be gentle so as not to break anything. Is there some sort of trick to get it released?

Upon researching model 11630912000; the motor has a gear on the end of it This gear directly drives the brush. It could be the gear is damaged or the brush end is damaged. If you open the unit and they are ok then it could be the motor is burned out.
