Yes, I do think it would be the wand since you have already replaced the swivel. There is a loose wire somewhere in the handle assembly and wand. Usually if you mess with the wires you can find out where it is cutting out.

Check the switch for power. Check if the switch is sending power to the motor. There is a fuse that could have blown. Click here for the diagram. The fuse is key number 45.

Thank you for choosing SearsPartsDirect. I can certainly understand how frustrating it can be when your vacuum is not working properly. I did look into the model number you have provided, and I have found information to assist you. 

The thermal fuse is located in the motor area and is a piece of wire with the fuse made into it. The thermal fuse is in series with the motor.

To access the thermal fuse in the canister, remove the cover and the bag. Remove the screws that hold the back panel on to the body of the canister and remove the cover.
