Is it repairable if the Powermate cuts out in the backward motion but OK in forward direction?

There is likely a loose or bad wiring connection between the handle and the power head. You will need to narrow the area of the loose connection by positioning the power head so that it's running and then start pushing and pulling on the wires and connections until you locate the location of the bad connection. It could be in the handle, hose, and wand or at the power head. It may need a new wire harness, hose, pipe connection, and hose with wires. You should be able to locate the loose connection by pushing and pulling gently on the wires.

Why would the Power-Mate on my Kenmore vacuum only run if the handle is rotated CW or CCW?

There is likely a bad wire connection or a broken wire. The bad connection could be in the handle, switch, wand wire harness, at the Power-mate or where it connects to at the canister.

I recommend taking the hose, wand, canister and the Power-Mate in for servicing. It can be major job to locate and correct the intermittent connections.
