I understand your desire to have a fully functioning vacuum cleaner. I will be happy to help you with this. Your question doesn't indicate if the cord was stuck inside the vacuum base and will not pull out, or if it will not retract. Are you able to see if the cord jammed because it came off of the track?

Note: If you want to attempt the repair yourself, be sure to unplug the vacuum from the outlet prior to starting the repair. I recommend you start by checking the Cord Return Pedal (Key 1) and the Cord Lock Spring (Key 43) on the Base Assembly diagram. If the cord is not retracting it could be one or both of these parts. The pedal is held in place by pressure tabs on the inner edge of the part. I have included the link to order these parts in case you need them.

If the cord return is not the issue, then it is most likely a part in the cord reel assembly. Normally we recommend the cord reel be replaced as a complete assembly. There is a powerful spring in there that can cause serious injury should it come loose and unwind. Unfortunately in this case, the cord reel is no longer available as an assembly. Some of the individual parts are also no longer available. Two major parts to the assembly that are no longer made are the brake and the power cord itself. If you are uncomfortable with attempting the repair, go to www.SearsHomeServices.com for information on having a Sears technician complete the repair for you. If you decide to attempt the repair, use the Power Cord Reel diagram to identify the broken part(s) you will need to replace. Our website will show you which parts are no longer available. The owners manual for your vacuum model number 1162521290 is no longer available.

Based on your details it sounds like the motor is bad providing there's not something caught in the end of the roller causing extreme friction preventing the motor from spinning freely. If the motor shaft cannot be spun freely by hand with the belt removed, replace the motor.
