need to know how to replace belt 11623312302 Kenmore Vacuum cleaner

Im looking at your model number 11623312302 and it shows the parts list for the canister unit. The powermate unit has its own model number and is possibly 11653312302.You can verify this buy looking under the powermate attachment.  There are screws that you will see once the unit is upside down and will need to be removed so that it opens in half. Once you have it, the brush will lift from its space. The belt will go around left side of the brush and around the motor shaft.  I have included a link to our PartsDirect page where you can purchase the part you need to complete your repair. I am sorry you are having a problem with the cord on the vacuum. The spring you received will not help the cord rewind. If the cord will not rewind all the way, I recommend winding the spring a little tighter. I posted a few image below to aid in winding the spring. Click on the images to enlarge them.
