Kenmore progressive vacuum (model 11621875100) not turning off 11621875100

Sorry to hear of the issue you are having with the canister vacuum not turning off by the switch, I know how frustrating that is to have occur.
This specific model of canister doesn't use a PC board, so that wouldn't be relevant in this case. It is likely that you have a bad motor relay that is causing the canister motor to run constantly while plugged into the outlet. The motor relay is shown as Key 25 in the image below. The part number is 8174981. To access this part, it appears that you will need to remove the canopy (Key 12). Remove the screws (Key 9) to pull off the canopy. Two of these screws appear to be hidden under the cord rewind button (Key 2). Pry up on one side of this button to snap it out of the canopy. Pay close attention to how the spring is loaded in this button so that it can be snapped into place properly when you reassemble the vacuum cleaner.

Thanks for your help so far. We did not receive the image that you referred to. We do, however, already have a schematic of Vacuum Cleaner Parts for Model 116.21875100 and assume that that's the image that you are referring to. We have concerns about removing the canopy (Key 12) where in your answer you say to pry up on one side of cord rewind button (Key 2). We're afraid we will break it. Can you be more specific about where, how and with what tool you pry it up?

My mistake, you are right, I forgot to link the schematic image as you rightfully pointed out, sorry about that.

There are two methods that you can try to remove the rewind button. The first is to place a knee on the vacuum to hold it down while you pull the rewind button off. Place both hands on the rewind button and pull straight up. This method can be a little difficult, which is why I didn't suggest it initially. 

The second method is to carefully pry up the edge of the button, or you may pry it up in 2 or 3 places with a small straight edge screwdriver to release it. Take care you dont break it. Don't use too much force, but enough to allow it to come out. If you do it in multiple places, it makes it easier. Just work it and it will come out.

I am sorry you are having a problem with the vacuum. I know it can be difficult to take the handle assembly apart. I posted an image below that contains the instructions for disassembling the handle. Click on the image to enlarge it. Once you have the handle apart be sure to draw a diagram of the wires. This is to help get the wires in the correct location. After you have the diagram, remove the old harness and install the new one. Then reassemble the handle making sure none of the wires gets pinched in the housing.

Where can I find a color coded wiring diagram for a Kenmore vacuum cleaner model 116.21875100?

I don't have the specific wiring diagram for this model of Kenmore vacuum cleaner available online. There is one listed in the parts diagram for this model. You can order the wiring diagram from the Sears PartsDirect website. The part number is LIT8175145. If you wired the switch in the same manner as it was with the original wiring harness then you may not need that wiring diagram. You could have a problem with the wiring through the wand that would prevent the beater motor and light from getting power. Also, check the overload switch on the PowerMate to see if it may need to be reset.

I did find a wiring diagram for a similar vacuum cleaner. This vacuum cleaner has a control board in the canister instead of a motor relay like your model has. The wiring is likely similar to your vacuum cleaner.
