It sounds like the lid is not sealing/seating good on the drum. Make sure neither of them are warped. If they both look to be okay then you may need to buy a piece of foam weather stripping (hardware store) and put it on the lid where it sits on the drum to help seal it off when closed up.

I'm sorry about the difficulties your having with your repair of your Shop Vac. Sometimes if a part is unavailable you can go to a local hardware store and have them help you match up a substitute that may fill the bill. Your expert will be able to tell if the part is available and how to get it.

My bad on this model there's is only a short screw that holds the filter down to the protective plastic insert that snaps into the motor and I have found the part thanks
