A:

I understand your concern. It's not abnormal for some dust to escape if the dust being vacuumed is very fine like powder. If dust and dirt is being exhausted constantly and not just at start up then there has to be a gap/hole somewhere allowing the dirt/dust to by-pass the filter and exit the exhaust. Mark sure the filter plate is seating correctly at the bottom of the filter and make sure the top of the filter is seated properly. Note: There is a Hepa rated filter available that will trap smaller particles. The part number is 17192 and is available at Sears Parts SDirect .

I added an image below of the filter assembly and associated parts.

Q:

Where do I attach the ground wire on my shopvac, model 113.170160?

A:

Normally a green wire is used as an “earth” ground, attaching the metal body or component housings of an electrical appliance to the earth through your house outlet. It is intended as a safe diversion of power away from the operator in the event of some type of failure or static build-up and not as a normal route of power flow for the electric motor. Double-insulating eliminates the need for a separate grounding system as the two systems of insulation protect the operator so servicing them requires extreme care. It is recommended servicing be done only by experienced service personnel.

Double-check that you have the right parts. On systems like this it is recommended to use only specified replacement parts, so the parts should be identical to the ones they replaced and all the hook-ups should be the same.

If your replacement switch is metal then the wire may be intended to attach to the metal switch body but typically no grounding means is provided on a double-insulated appliance and none should be added.
