How can my dryer dry clothes, drum turns but clothes don't dry well? 11097278800 Kenmore Dryer feature sheet

I am sorry and do understand your frustration when there is no heat in the dryer.
 
Glad to help out.   Im  looking at your Kenmore Dryer model number 11097278800.

First thing for safety and concerns to keep dryer running well is to check the lint screen and vent of air flow going out of the house.   If clogged up it could cause heating problems on any dryer.
 
To prevent a Blocked Vent Hood, once a year: 
 
1.  Unplug the dryer.   Move it out from the wall as far as the dryer vent will allow.
1.  Clean out the lint trap and the cutct work.   It is best to get a nice long brush so that you can clean it out the lint trap quite often.
2.  Remove the exhaust hose from the back of the dryer.  Clean it also thouroughly.
3.  Check for screen/grate openings that go oustside the house which allow bird or rodent nests.
4.  Replace exhaust vent hood if damaged.
5.  Clean the inside of the dryer itself.   Remove all lint by a brush or vacuum.  
6.  Check for good air flow while running the dryer.
Note: Poor airflow or decreased airflow indicates further vent system cleaning is needed.

When it comes to Electric dryers here are all the options to check on when not heating.
All can be checked with an Ohm meter for its continuity open or closed.
 
NOTE: You should not perform this live voltage check unless you are completely confident in your technical ability to safely execute it.

Thermostat key number 34

Radiant Sensor number 9
 
ON the back of the blower is thermal fuse key number 39
 
Also on the back of the blower internal thermostat key number 41
 
Make sure you always keep  your lint screen areas clean.
