Thank you for your question.  I am sorry you are having a problem with your Kenmore 110.96586200 dryer.

Caution:  Before attempting any repair, unplug the dryer from the wall. 

If the dryer motor runs at all, any 2-3 seconds, then the thermal fuse is okay.  If the thermal fuse is bad the dryer motor will not run at all.   If the motor runs when the start switch is pressed but stops when the start button is released then I suspect a problem with the motor switch.  The diagram below may be helpful to you.  The dryer starts when you push the start button and supply voltage across the 4M to 5M circuit.  The motor will run when the start switch is released on the 4M to 6M circuit.  A meter would be needed to verify the voltage to the motor.

The thermostat you listed (3387134) is an "internal bias operating thermostat". The high-limit thermostat is 3390291. Which do I need do replace (in addition to the thermal fuse (3392519))? There's a thermostat located at the lower end of the outside of the element housing.

There's a kit 279816 with both fuse and high-limit thermostat. Do you feel this is what needs replacing? Or is it the internal bias operating thermostat?

The kit is for the "thermal cut-off" which is located on the side of the burner housing. The thermal cut-off is not the same as the thermal fuse which is located on ther blower housing. If the thermal cut-off fails then the hi-limit thermostat is replaced at the same time. If the thermal fuse fails then you normally just replace it. If it fails again the usual cause is a restricted vent.
