I can understand the frustration of your dryer not functioning properly, after researching model number 110.96282800. There’s a good possibility that the thermal cut off is malfunctioning. A voltage supply problem could prevent the dryer from heating. The dryer will run if only one of the 120 volt legs of 240 volt power is supplied to the dryer. If that second leg of power (traced in dark red on the wiring diagram below) is missing, the dryer won't heat. I recommend that you check the house circuit breakers or fuses for the dryer if you have not already checked that issue. If the breakers are okay, you can carefully check the dryer outlet voltage using the diagram in the second image as a guide. NOTE: You should only check that live outlet voltage if you are completely confident in your technical ability to safely measure it using a volt/ohm meter. Wear proper safety equipment (electrical safety gloves and safety goggles) when making that check . If that outlet voltage is okay, then you can check the thermal cut-off fuse and the operating thermostat. A problem with the timer, the motor centrifugal switch or the wiring in that circuit would also prevent the dryer from heating.
