A model number would help get you the best most complete answer. If the dryer is running then the thermal fuse is most likely okay. I usually suggest starting with the control thermostat, hi-limit thermostat or thermal cut-off. On most older Kenmore dryers these parts are located behind the rear panel. Remember to unplug the dryer first. These parts can be checked for continuity if a meter is available. For further information please reply with a model number.

From the description you give the problem is with the dryer's resistor. It is located near the timer and usually has an orange wire going to it.

The resistor is 279872 and is only about $14 dollars. You can raise the console to locate it first. It can be checked for resistance if a meter is available.

You can remove the rear panel of the console to access the resistor.
