A:

On something like this if the cold water still fills with the unit turned off or unplugged you will need to replace the water valve. The water valve should not release water into the tub while the washer is turned off. I recommend replacing the water valve part number; 3979345 $30.86 www.searspartsdirect.com

Remember to disconnect power before attempting to remove panels or replace parts.

Why does the top of the agitator keep coming off during the wash cycle?

A:

From the description of your problem the fabric softener dispenser keeps falling off the agitator in the wash cycle.

The fabric softener is a press fit and if it keeps falling off then the fabric dispensers or the agitator auger, part key 6 in the image below, is warped and not allowing the dispenser to snap into place.

Check for any build up of softener or detergent that might prevent a tight fit of the dispenser into the agitator.

You don't mention any other problem with the spin basket bouncing around or hitting the side of the cabinet.

Clean the auger and dispenser and see if you can get a tighter fit but if not then most likely the auger or the dispenser will have to be replaced.
