Kenmore dryer won't start

Thanks for contacting  ManageMyLife.  I understand how frustrating it is having trouble with your appliance.

When the timer is on timed dry and the door is closed the timer will run and the motor can be in the off position. 

There are 2 things to cause that the thermal fuse and the motor switch.  Since the lint screen is fairly clogged up I would thing the thermal fuse would be the problem.

The dryer can be unplugged from the wall and the large rear panel removed and you will see the thermal fuse on the motor housing.  Use a multimeter set to  ohms and the fuse will read open and this is the problem.

The temperature selector switch will not prevent the dryer from heating. It may cause the dryer to heat at a lower temperature if it failed.

That link for a previous answer has some good practical advice for testing some of those dryer circuit components. Since the heating element is okay, I recommend that you check the high limit thermostat and the operating thermostat. The high limit thermostat is on the side of the heater box by the heating element. The operating thermostat is on the blower housing. That previous answer shows the location of those components. Be sure that you unplug the dryer before accessing internal components. If both of those components are okay, I recommend that you check the house circuit breakers for the dryer. The dryer motor will run if only 120 volts is supplied to the dryer. If the second 120 volt of electrical power is missing, then the dryer won't heat. If you find no problems with the house circuit breakers, then you may need to check the voltage at the outlet as shown in this video: Video: Perform a Voltage Check on a 240 Volt Outlet .

If the voltage at the outlet is okay, then you could have a problem with the timer or the wiring in that dryer circuit.
