check your breaker. sometimes only one side of a 220 will blow. also if it is heating and it is taking your clothes longer to dry it may be because your vent is plugged up. especially if you have a long exhaust tube or you vent upward thru the cieling

You mentioned that you replaced a heating element and thermastat. You also verified the outlet voltage. The next thing you need to do is check all 3 thermostats and thermal fuse with a multimeter. The image below will show you the location of these addition parts that need to be check with meter. When bad part is found replace it.
