If both the heating element and fuse are testing good. The next items to check are the thermostats. The thermostats control when the element turns on and off. I hope this helps.

Based on you symptom and details, the console panel assembly which includes the control board and buttons will most likely have to be replaced. 

The control panel assembly for Kenmore dryer model 110.85861400 is part #280100. 

I added an image below with the procedure of removing and replacing the control panel assembly.

NOTE: Disconnect the power cord from the power source before servicing.

A:

To elaborate on my testing, I disconnected the P3 and P4 ribbon cables from the Machine Control Electronics leaving the other end connected to the Console Electronics and marked pin 1 on each cable. Then, with the Console Electronics removed from the dryer and laying on my desk, I connected the ohmmeter to the designated pins on the free end of the P3 or P3 / P4 ribbon cable and had my son push the appropriate button on the Console.

I know that it can be very frustrating to have issues with your dryer. On this model, the tests that you preformed will determine if the electronic control or if the machine controls are malfunctioning. When you preformed the P3 and P4 test, is any of them failed, that shows the problem is with the electronic control. This is the part you will need to replace. I hope this helps.
